Here's what other sites are saying:
Whitewater and kayak-touring paddlers have known it for years: the key to comfortable boating is a dry top like the Kokatat Gore-Tex Action Jacket. You're bound to get wet on the water, that's a given; this jacket uses waterproof breathable Gore-Tex to keep you bone dry and comfortable. Seam sealing and neck, wrist, and waist gaskets further ensure a watertight fit, and easy-to-use closures make it a snap to get each of these gaskets adjusted just right. A PFD and a synthetic top will do for a quick paddle, but when you're going to stay out in the elements all day, the Action Jacket is a vital bit of outerwear.

Kokatat Gore-Tex Action Kayak Jacket - The Gore-Tex Action Kayaking Jacket by Kokatat is one of the best paddling jackets ever, and unless you want a hood (see the Kokatat Gore-Tex TecTour) it is simply the best long sleeve paddling jacket of all. Unlike most paddling jackets, the Gore-Tex Action Jacket has actual dry suit gaskets at the wrists to keep water from going up your sleeves, and yet unlike a dry suit or dry top there's no rubber neck gasket to choke you or chafe your neck. In warm weather you can open the collar up for ventilation, and when it's cool you can cinch the adjustable neck closure to stay warmer. The waterproof breathable Gore-Tex shell fabric can't be beat, and all the seams are seam-taped. This jacket is basically a dry top without the neck gasket. The Gore-Tex Action Jacket has reflective tape on the sleeves, a sleeve pocket, and a neoprene waistband with a draw-cord.
