There are ways of dealing with smart bears, you do not use trees to hang stuff, but, it is a moot point if the laws prevent you doing this.

Blacks are very good climbers, yearling and cub Grizzlies climd, older ones can, but, seldom will as nothing except a wolf pack or man is dangerous to them, so, they have not evolved this behaviour to any marked extent.

The methods we use also work with conditioned bears, but, I am usually dealing with wilderness bruins who lack all of the "education" of your Sierra denizens. In semi-permanent camps, we build hanging wires 30m feet up and then suspend stuff with wire, this works very well and a cooler or actionpacker done like this will keep birds and squirrels out too, the Guide-Outfitters do this to preserve salted capes from sheep, etc.
